Victor studied Chinese language, history, politics and society at the University of Alberta, graduating cum laude in 1985.
He has worked as an interpreter and translator in Hong Kong, Alberta, and Ontario. He does not presently accept freelance work. In 1994, he joined the Department of National Defence and subsequently spent 3 years in Washington, D.C. Since 2007, he has written assessments on China for the Privy Council Office in Ottawa.
